ICT * distance education * disability issues

Besides my academic career, I also act as an independent consultant
in the abovementioned three fields (and especially in the matters which
demand merging these). For years, I did such consulting on project basis
(by contract), but since 2004 I am registered as an entrepreneur.
Some more words on my field of expertise:
- Information and communication technology - the subject of my 11-year
studies at Tallinn Technical University (nowadays [L] Tallinn University of
Technology), resulting in the doctorate degree.
Since 1995, work and teaching experience from several Estonian universities
(Tallinn Technical University, Tallinn Pedagogical University/Tallinn
University, Estonian Information Technology College, Tartu Academy of Theology) has kept adding
to this base. As my favourite areas I should mention the Internet (technology,
culture and psychology) and free software (I prefer free software to
proprietary solutions wherever possible). Since my Master studies in 1993,
I have been researching connection between social issues (especially
disability) and ICT and am still one of the few people in Estonia to be
consulted in the matters of assistive technology (accessible hardware,
software and design).
- distance learning - this used the main focus in my research work
at [L] Tallinn
University. Internet has really broadened the ways
to obtain education, but in Estonia there is much to do yet in this field.
Accessible education should be a much higher priority (education cannot just
be the privilege of the bold and the beautiful!).
- Disability issues - by congenital cerebral paralysis, I have
personal experience in this field, but it is well seconded by research
experience (my [L] Ph.D. thesis discussed the influence of Internet for
people
with mobility impairment), participation in many related projects (Astangu
Vocational Rehabilitation Centre, Rehabilitation Technology Centre of Tallinn
Technical University, various EU PHARE and Tempus projects) and in the work
of different organisations (from the Estonian Union of People with
Mobility Impairment to the Rehabilitation International). I am absolutely convinced
that classifying people into first- and second-class citizens according to
the number of feet or wheels is something a civilised nation does not
practice - and I try to do my best for Estonia to become civilised in
this matter.

Compensation: as the projects tend to be of very varying size and
duration, this should be handled on case basis, as it is very difficult
to determine fixed rates here. I am sure that we can find a suitable
solution for both parties.

NB! At present, a big share of my time and efforts
